(homo sapiens obscura) fits neatly into the rest of the world as
reporters with batwings, or artic breathed accountants. Any rare
Obscure who turned to high profile crime was quickly dealt with by
government and law-enforcement armed with potent power inhibiting
weapons.
5 minutes ago, every Obscure suddenly became immune to all known forms of power suppression.
When the next powered criminal emerges the police won't be able to stop
them. The people will look to those powered professionals to take up
the slack. But do the nerdy reporter girl with batwings, or the lanky
icy account have what it takes to step out of their comfortable lives
to become Heroes?

combat rules: shake it off, and 3shock per killing (gritty but leaning into cinematic every once in a while
