Project Nemesis is a fan driven website for games that use the One-Roll Engine (like Nemesis, Wild Talents, Reign and Monsters) or Chaosium's Basic Roleplay System (BRP) (like Call of Cthulhu) and the Delta Green setting.
You remember when your little sister grew an extra head and you took the butt
end of your daddy's shotgun to her until she stopped wailingin alien
tongues? Remember when you thought
that fat headless zombie-thing wouldn't stop growing or mutating or whatever
and you kept peppering the gigantic maggots erupting from it's bloated belly
with buckshot?
Remember when you
suddenly lost control of your body and the buzzing in your brain was so loud
you almost didn't stop whatever was controlling you from blowing your own
damn fool head off with that Remington 870 you picked up off the headless
state trooper's body?
It all started in 1995. One Year
after the Fairfield Incident. Things were crazy, paranoid times full of cell
structures and biohazards. Ahundred damned things popping up needing to be
put down every week. Contaminated towns disappearing off the map, Mob
informants withering and shrivelling right inside FBI "interview" rooms like
fast forwarded Egyptian mummies. Occult graffitti showing up in bad
neighborhoods and good neighborhoods.
I saw the Yellow Sign scrawled
60 feet up the wall across the back alley of a meat packing plant. At least
three bodies worth of human meat in the dumpster. How'd they even get the
blood that high up?
Every night, a different story, a new scenario...
scattershot beads of distilled hellfire scorching new and acute trails of
twisted agony through the raw remnants of human sanity. They come at you all
at once. Not like the well-aimed surgical precision of a sniper, but
like a maniac's spree killing, slaughtering human victims like
diseased
cattle.
Remember that evening on the pier? Two ships coming
in loaded with inhuman monsters? Cargo containers shaking like unstable
bombs... the full moon glaring down with cold light in the frozen night?
Steel rending with a metallic scream?
It's really part of a
clever decades-old disinformation campaign; PISCES is behind it. They want to
discredit all of that "psychic" nonsense as much as possible in the US (and
elsewhere) so they can keep their near-monopoly on "Talents". Maybe
they quietly prop up the careers of people like Uri Geller, John Edward, Sylvia
Browne, the Ghosthunters (US), the Ghost Hunters (UK) and various New Age
flakes in order to occasionally "expose" them as frauds; toss one to
the lions when you've used 'em up and break out the next sacrificial lamb.
I'd been working on porting the psychic rules from Pagan's Golden Dawn
and DG:Countdown to the Nemesis system. I got a copy of the WT5
playtest rules & it looked like most of the work had already been
done in the form of the Miracle Cafeteria.
In the small town of Pátzcuaro, located just a few hours out of Mexico
City, something has happened. In the sealed basement of an abandoned
school, the thing that was thought to be dead has been re-awakened and
escaped its bonds. Delta Green is called in to investigate after the citizens of Pátzcuaro begin bringing their dead children to hospitals
in pieces. The local police have set up a neighborhood watch, but that
won't stop the killings from continuing.
One of Delta Greens newer recruits just died. Before she went the way
of the dodo, Agent Oona suffered a nervous breakdown and recruited a
friendly without alerting her partner Agent Otto or Cell A and told him
whole assortments of falsehoods along with actual truths. She became
nearly entirely dependant on him and even put him down as her sole
benefactor even though she owns practically nothing. She even taught
him a spell just in case he became `involved'.
The conspiracy wants the cell to participate in Grey Goose, a
federally-sanctioned readiness drill simulating a terrorist attack on a
nuclear power plant. This will take place in about a week, on the
grounds of a decommissioned plant scheduled for eventual demolition
(readers are invited to consider Oregon's Trojan Nuclear Power Plant
for inspiration). Because of the timeliness of the operation, this
drill has attracted significant public attention. Attendees consist of
municipal, state and federal personnel from across the region.
This scenario finds the agents at the end of an assignment that has
them in New York on Christmas Eve. The only prerequisite is that the
characters have recently worked with a 'Friendly' in the
medical/biochemical field, in the New York area. He is a
thirty-something year old doctor called Dr Martin Dowe, whose passion
is the field of genetics and related chemistry. Aside from his talents
in this area he is relatively quiet and unremarkable, and can be
tailored as you see fit. The players should be familiar enough with the
character that they should actually care about the character enough to
want to help him.

The PC's cell (from here on, called R Cell) is called out to
investigate the suspicious death of a coma patient in a nearby city.
The cell discovers a psychic killer, Michael Workman who can enter the
body of a person without an active mind, such as a coma patient. He
then uses his 'shell' to commit other crimes, mostly burglary and the
occasional rape.
