DG has a cell structure for a reason. It is not to indicate rank or authority, with the exception of cell A. The agents are arranged in cells so that when one is compromised, they can't bring down the others if they wanted to.

The cell structure is as described: one cell for each letter of the alphabet and 78 agents total. Most cells are designed to be a relatively decent mix of agencies and powers and handle a variety of cases. There are a number of "speciality" cells scattered throughout the hierarchy, though.
