PRIORITY DELTA ONE

GENERAL HISTORY OF DELTA GREEN

During the winter of 1927-1928 a group of U.S. Treasury Department agents conducted an investigation of the population of a small town in Massachusetts known as Innsmouth. After presenting their findings to then-President Calvin Coolidge, a raid on Innsmouth was approved under the code name Project COVENANT.

Following the successful raid, the Secret Service and Treasury Department presented President Coolidge with photographic evidence of the "curious condition" of the town's residents. The Office of Naval Intelligence (ONI) didn't want to make a final report until the objects taken during Project COVENANT could be analyzed. Those objects included 200 captured hybrid humans, a copy of Obed Marsh's log from his ship, the Sumatra Queen, two copies of a book known as The Ponape Scripture, and five conical stone tablets inscribed with glyphs. The only man that could translate the glyphs, Robert Marsh, was killed by Marines while resisting arrest and the tablets remained indecipherable. As a consequence Coolidge chose to wait until a final report could be compiled before making a decision on the U.S.'s course of action.

By the end of 1929, the government's signals intelligence and cryptography unit, The Black Chamber, had completed their translation of the tablets and compiled them into what they referred to as the Book of Dagon. On November 2nd, one week after the Stock Market crash, the report was presented to President Hoover. Unfortunately, a recent mistake involving an intercepted Japanese radio transmission during diplomatic talks with the Japanese, as well as the current state of the Union, left Hoover in a less than receptive mood. He disbanded The Black Chamber, thinking they had ruined a perfectly good naval treaty with Japan and now were telling fairy tales about aliens under the sea in an effort to detract from their earlier mistake. J. Edgar Hoover, desperate to placate the current administration, denied all knowledge of cult activity. Officially, the ONI did the same.

The Naval Intelligence officers were concerned, however, about the potential threat from an aquatic, hostile civilization. The Office of Naval Investigation moved their Project COVENANT veterans to the ONI's P4 Division, commonly referred to as P Division.

P Division's full title was the Parapsychology, Paranormal and Psychic Phenomena Division. Its primary mission during WWI was investigating bizarre and inexplicable phenomena. Headed by Marine Colonel James Whelan, P Division scoured the world looking for information about the beings encountered in Innsmouth. Two additional Deep One colonies were found and disrupted during the years 1930 and 1933 respectively. The first was on a small island in the Philippine archipelago. The second was on the Pacific coast of Nicaragua. Both times Deep Ones and hybrids were rounded up and their villages destroyed. Navy boats dropped depth charges in an attempt to hit reefs suspected of containing Deep One cities with no obvious effect.

During the 1930's near the ruins of Innsmouth, P Division used on several occasions a contact spell found in the Ponape Scripture in an effort to lure more Deep Ones from the ocean. Their purpose was three-fold: to learn the locations of any new Deep One colonies in North America, to capture and examine specimens, and hopefully to discourage future Deep Ones from making contact when legitimately summoned by members of the Esoteric Order of Dagon (the group of cultists/hybrids destroyed at Innsmouth).

In June of 1942 a new organization was formed when President Franklin D. Roosevelt ordered Colonel William J. "Wild Bill" Donovan to form a covert warfare and espionage arm for the U.S. war efforts in World War II. Known as the Office of Strategic Services, or OSS, it was staffed by a number of civilians as well as military personnel.

In February of that year, Donovan, now promoted to the rank of Major General, was approached and briefed by Lt. Commander Martin Cook of P Division. Cook chose a light-handed approach when it came to discussing the paranormal with the Major General, instead concentrating on the Nazi's intense interest in the occult. P Division had discovered a department within the SS and working directly under SS Chief Heinrich Himmler known as the Karotechia. The Karotechia's primary focus was that of researching the occult and the paranormal for anything that may help the war effort.

Major General Donovan, impressed with the potential applications of the occult in the psychological warfare with the Axis, moved to have P Division fully incorporated into the OSS. This new division would have a special "eyes only" security clearance, DELTA GREEN EYES ONLY. While P Division continued to be the division's official name, members began to refer to it simply by the security clearance designation: Delta Green.

During the war, Delta Green and the Karotechia were involved in numerous conflicts with one another. For more information on Delta Green's involvement with the Karotechia, please refer to FILE 0023867.ADV.

On October 1, 1945 after World War II, President Truman disbanded the OSS which temporarily disbanded Delta Green. However, that all changed when on June 24, 1947 something crashed in the New Mexico desert. Because of the nature of the findings, Delta Green operatives were brought in to examine the three dead occupants, in addition to the one that survived the crash, and the wreckage. President Truman, shocked at the findings, established Operation Majestic Twelve in an effort to cover up the crash. It was at this point that Delta Green's alumni successfully lobbied Truman to reestablish Delta Green, this time under the official name Delta Green instead of P Division. Delta Green's new objective would be "to conduct such activities as were necessary to deny the use of alien technologies by any foreign power." After the war with the Karotechia Delta Green had developed a very broad definition of alien technology.

In 1955 Delta Green suffered a major loss. One of the Black Chamber cryptographers who had translated the Book of Dagon in 1929, Daniel Freis, suffered a mental breakdown and went on a rampage in Delta Green's archives. All the materials from the Innsmouth raid as well as 14 years of research had been destroyed by fire and sledgehammer.

Then in May of 1959 Delta Green's commanding officer Navy Commodore Martin Cook was confined to the psychiatric wing of Bethesda Naval Hospital suffering from a complete mental breakdown. Cook was released in 1963 but did not pick up the mantel as Delta Green's commander. Instead he retired to his ranch in Montana until his death in 1968.

On April 10, 1963 the USS Thresher nuclear attack submarine sank with all hands on deck 100 miles east of Cape Cod. An investigation into this revealed that the Deep One city off of the coast of Massachusetts was not destroyed in the 1928 Innsmouth raid. During Operation RIPTIDE depth charges were dropped in an effort to finish the job started thirty-five years earlier.

In 1964 Delta Green successfully ran Operation KURTZ in the Belgian Congo. During this operation, Simba and Mule'le' rebels attempted to throw out the Europeans by summoning their God Ahtu through a dimensional rip. Fortunately agents were successful in preventing the rip from opening, saving the region and possibly the world from an unknown terror.

Additionally, Delta Green kept a close eye on any and all naval disasters during this period. After a loss of three submarines in the Mediterranean, members of Delta Green became convinced Deep Ones were operating in the general area, attacking submarines. A plan was put into place to investigate the western Mediterranean. Unfortunately, Delta Green was placed under investigation by the Pentagon in 1969 for the disaster in Cambodia.

Delta Green had some involvement in Vietnam. Not only was the CIA supplying weapons and information to the local rebels and mercenaries in an effort to stave the tide of communism in Vietnam, they were offering aid to the degenerate Tcho-Tchos, a group well known for their cannibalism and worship of ancient, blasphemous gods. The CIA never would admit their involvement in supplying the Tcho-Tcho tribesmen, especially after they began killing and eating their anti-communist neighbors.

There were worse things than Tcho-Tchos in the jungles of Indochina. Delta Green learned that the Pathet Lao, Khmer Rouge, and Viet Cong were hard pressed by American firepower and so were willing to do anything to drive the U.S. out. There were disquieting similarities between the Simba and Mule'le' god Ahtu and the Khmer Rouge god Angka. Delta Green knew that something had to be done before a potential dimensional rip, similar to the one attempted in 1964, was opened.

In November of 1969, a Marine Colonel with Delta Green clearance launched an operation in Cambodia against a temple devoted to bringing Angka down to Earth. The mission was organized without Delta Green approval and was an unmitigated disaster. Nearly 300 servicemen were killed. Those that survived made their way back to across the border, found the Marine Colonel who had sent them in, and killed him.

When Cambodia was invaded by U.S. and South Vietnamese troops in May of 1970 they were met by stiff resistance. The Joint Chiefs of Staff blamed Delta Green for tipping off the guerrillas. The Pentagon, still trying to recover from such disasters as the 1968 Tet offensive and the secret bombings in Laos, decided it would be better to disband Delta Green instead of trying to explain what they were doing in Cambodia a full seven months before the invasion.

On January 24, 1970, DELTA GREEN classification and clearance were officially deactivated. But that wasn't the end of Delta Green.

That same summer of 1970 forty federal officials who had previously held Delta Green clearance met secretly in Washington. Their focus was to determine what was going to be done about the continued threat that the Mythos held against the United States. It was generally agreed that Majestic-12 was not equipped to handle such things, and were far more likely to try and harness and exploit the dangerous powers of the Mythos instead of trying to destroy them. It was decided that Delta Green would resume, this time unofficially. Old contacts were renewed and alliances reformed.

Delta Green's first unofficial act was to arrange for several flights of B-52 bombers to stray off course and bomb any and all identified Tcho-Tcho villages in Indochina off of the map. Delta Green was back.

Between 1970 and 1994 Delta Green continued to operate unofficially. Without a central location to store gained information agents often entered situations they were ill-equipped to handle. The result was many compromised missions and numerous dead agents. Little is known or documented during this time, although there were many incidents that Delta Green managed to successfully contain. However, because Delta Green had adopted a "scorched earth policy" (destroy any and all Mythos related activity or items), little information was gathered during these years.

It wasn't until 1994 that things changed. U.S. Army Major General Reginald Fairfield (retired) was assassinated in his home by members of Majestic-12. Fairfield, a long time member of Delta Green, had been investigating MJ-12 and had stumbled across evidence suggesting that the alien contact made back in Roswell had formed into some sort of treaty or agreement that should be viewed as a threat to the autonomy of the federal government, to the safety of the general public, and to the continued existence and operations of Delta Green.

Under the direction of myself as well as several other members of the old guard Delta Green was reborn yet again. The government sanctioned days were over. The cowboy days are over. Now it's time to suit up and prepare for the most important time of all:
