(Note: this is set in the ROYAL-23 variant setting.  Gregory also works as a general pro-mutant activist for other settings.)

Gregory Panzer is cast variously as a Haze-addled crackpot, a genocidal madman, a unique voice among the victims of Purple Haze, and a repentant scientist deeply scarred by his own creations--by humans, of course, those who look on the Haze-addled as freaks, mutants, and victims of a deadly weapon used without proper testing.  (His nickname, "Head Like a Hole," came from a rambling poem written by Jane Tristam, a prophet mutated by the Alice drug.)

Gregory would say he is working for the betterment of all mankind.

Gregory's main purpose is spreading awareness and acceptance of "transhuman mutagens."  Officially he supports victims of Purple Haze and urges them to accept their scars and the power that comes with it, while urging unmutated humans to ascend through use of LSD.  While relatively moderate in his views--he does not believe someone should be forced into mutation, for instance--he has made several comments ("If it were up to me, we would seed the water with LSD and transcend all mankind in an afternoon") that, usually in highly altered form, have given many the impression he would gladly turn all mankind into a menagerie of near-crippled mutant freaks because it would, for some reason, be better for them.  Such misperceptions have given Panzer a healthy number of troubles.

Of course, he's made some of his own.  He has synthesized several additional batches of Purple Haze, and has tolerated the spread of the mutagen by his followers.  He knows that someone will one day question where so many new Haze mutants are emerging from, but believes the (rather convenient) theft of much of the unused batches of ROYAL-23 will cover his tracks for the most part.  He has only made small dosages of the mutagen, just enough to transmute one or two at a time, and never enough to mount a full strike.  Nonetheless, several of his more unruly proteges have taken violent, cruel, or oppertunistic men and women into the fold, and thus he is in-to-nearly-directly responsible for several scenery-chewing acts of destruction by Haze-addled.

Of course, he's also somewhat hubristic. 

Panzer has rarely fought, although when a fight starts it's usually him that makes the first attack.  He rarely makes use of his deadly optical blast save against armored opponents, and normally attacks with a (pulled-punch) strike from his additional limbs.

Panzer's miracles are highly visual.  His Optik Blast (misspelled on purpose by his followers) fires a shrieking bolt of inky force from his left eyesocket; while deadly, it isn't especially accurate, and has trouble penetrating heavily armored enemies.  The source of his Hyperclimb is obvious and unsettling, despite the power it grants him.  The Midnight Carnival (as he calls it) is signified by a raising of two headlegs, which glow with an ominous luminesence.

The Carnival has limited application, only creating a disorienting hallucination that one is being surrounded by light, which, while distracting, cannot be further refined into convincing illusions.  His Blast can hurt, but it is of generally limited application due to its weakness against harder objects.

 



Gregory is a handsome man in his early forties, although he would be much more handsome if he didn't bear the scars of his mutations.  He has one dark blue eye and some brown hair, although his left eye and most of the back of his head are now gone.  Resting in the bowl where his brain should be is a thick black slurry with a faint silver glow pulsing through it.  The glow is brightest in his empty eye-socket, where the glow forms a pupil.  The slurry forms long, calloused limbs from the back of his head; when he uses his Midnight Carnival, a pair of legs rise and glow brightly, "directing" the images.   He normally walks on his head-legs, which makes him more imposing (and propels him along faster).

 

In conversation, Gregory is a polite, direct man, with a resonant voice and an excellent, though carefully measured, vocabulary.  He is a fine leader and a skilled speech-giver, and has given a great many victims of Purple Haze pride and even joy at what they have become.  His biggest weakness is his short-sightednes; he is impulsive socially and physically, barging into bizarre and off-putting topics or physical confrontation when restraint would be wiser.  One of these days he'll get into real trouble.

 


Behind the Curtain: I declined giving Head Like a Hole Gadgeteering or the like, as his sole invention is a plot device and a general manufacturable chemical (and was discovered with the aid of other highly-trained chemists).  In his home setting, Purple Haze is, while not ubituous, nonetheless a fair deal more available than most manufacturable foci.  I declined "alternate hit locations" due to his cystic limbs being placed on his head and thus right in the path of brain-trauma-delivering attacks.

Forgot to mention: Gregory is 300 points even, or he should be.
