If you are familiar with Hero system and Variable power Pools, it's a power framework that allows a lot of versatility of coming up with different power options all based on a similar theme or element, as long as the powers themselves don't cost more than what the power pool allows points wise. So, one turn you can have a Ice Slide and fire Ice Bolts, using up all points...then a few rounds later that can be switched to Ice Armor and a area effect attack that causes everybody else to slip, using up all points, but had to get rid of the slide and bolts.
That explains why these powers, although versatile, uses up more Willpower points when they are used, because you can do more with them.
I was trying to figure it out.
Besides comsetics, there's really nothing different between Create and Control Miracles in Wild Talents, except Create allows you to create it on your own and also control it, while Control allows you to control what is already there.
So, with Create, could you do two different power effects, like Ice Slide and Ice Bolts with the multiple action option and lower the dice pool by one to do it? Would it cost more Willpower to do that, or just the standard based on how many dice you still roll?
