I pictured this one in a super team with the Bodhisatva. A schmucky nobody bottom-tier academic carving out a niche by specializing on an extinct culture about which almost nothing is known and which is regarded as, at best, apocryphal by mainstream archeology. But Norbert knew they were real and, by hook or crook, he acquired the talisman of their storm deity. Invoking it, he transformed into... her.

Yeah.
He was a seven-foot tall blonde goddess with a spear, wearing nothing but a long-sleeve chainmail dress, pendant and helmet, able to command storms and lightning and his first words were, "Oh God, where's my COCK!?!"

Thus, although he's incredibly powerful when garbed in the radiance of a pagan goddess, he is still VERY reluctant to activate his abilities. When Playboy offered the Storm Queen three million bucks to pose nude, chronically-impoverished Norbert turned them down, and threw up. Did I mention he's kind of a prude? Especially about the thought of legions of spotty teenagers jerking off while thinking about him.

Miracles

All these are attached to the amulet, but that's neither here nor there. They're also attached to Alternate form (for -1/2/4) and, furthermore, a couple of them are also attached to objects that only appear when he's the Storm Queen.

Pretty simple. Shazaam. 2HD (+20)

Heavy Armor D,R, U would usually be 8 per level, flawed down to 2/level
Anyone who wears the chainmail dress gets this. He could, theoretically, offer it to someone else. But the armor vanishes when he changes back to Norbert. He doesn't know that, since he's never loaned it out, and he wouldn't know if it reappears on the borrower or the Storm Queen because he'd make damn sure to get it back.
Flaw: Attached to Focus, the chainmail. Like the amulet, it's irreplacable, indestructible and immutable. -4/level

Flight D,R, U, usually 4/8/16, flawed down to 3/6/12
Other than being attached to the alternate form, this is straightforward. 6+WD (+30) gives her a respectable top speed of 128 mph.

Harm A,R, usually 3/6/12, modded up and down until it ends where it started.
So yeah, she's got a big heavy spear that shoots lightning. 4d+WD (+24) It does a point of Shock and Willing per width, but there's more going on.
Flaw: Attached to Focus, spear. Irreplacable, indestructible, immutable -1/2/4
Advantage: Penetrating 2 (+6) so it ignores two levels of armor.
Advantage: Electrocuting +3/6/12 is pretty sweet. It means when it hits a body part it arcs through other hit locations, doing the same damage. So where a normal Width 3 arm hit would do three shock and three killing to the arm, lightning does that plus 3S and 3K to the torso, plus 3S and 3K to a leg.
Advantage: Spray 2 (+12). If she aims at more than one person, she doesn't take the multiple action penalty, and if she does that (or makes multiple attacks on one person) she adds the Spray dice. I foresee her using Spray a lot.

Extra Tough D,R,U, usually 6/level, modded down to 4/level
With five levels of this (+20) she's got five extra wound boxes at each location.

Immunity: Lightning D,R,U, usually 8/level, modded down to 6/level
Three levels (+18) reduce lightning damage by 3K and 3S per hit.

Control: Storms and Electricity A,D,R,U, usually 5/10/20, reduced to 1/2/4
It's highly thematic, but I don't actually think it's going to come up much. But she clearly needs 10d in it (+10) letting her play with storms (not all weather -- just storms) and electricity for three miles around.
Flaw: Frequent phenomenon -1/2/4
Flaw: Go last -2/4/8

Hyperbody usually 5/10/20, attached down to 4/8/16
That buffness isn't just to make men drool. 6d (+24)

Hypercoordination usually 5/10/20, attached down to 4/8/16
You can see how this would fit, right? 6d (+24)

My only real concern with the Storm Queen is that maybe her defense is too high at the expense of her attacks. If I pair her with the Bodhisatva and a third character (an indestructable woman from WWII), she's the only one with much punch. Well, there's always room to fiddle.
