Project Nemesis is a fan driven website for games that use the One-Roll Engine (like Nemesis, Wild Talents, Reign and Monsters) or Chaosium's Basic Roleplay System (BRP) (like Call of Cthulhu) and the Delta Green setting.
I got a weird idea today, so I followed through and come up with this
little One-Roll gizmo that generates NPC descriptions. There's no stats
or anything, just a short list of quirky things that you can mention
when designing a random guy to talk with the party. A little
explanation, then I'll post the stuff.
The chart is arranged like this:
0x Width zero means default, what the quality is if you get no sets.
0x is Cultural Dominant. Whatever is "average" for the region you're in.
2x is Culture Recessive, a rarer trait but not uncommon
3x is Culture Uncommon, something you don't see often
4x is Culture Unusual, a stand-out trait
5x is Culture Rare, most likely a foreign or very unusual quality
Then for Height:
x1 is Eye Color
x2 is Hair Color
x3 is Hair Style
x4 is Complexion
x5 is Style of Dress
x6 is Speech Pattern
x7 is Posture
x8 is Age
x9 is Facial Structure
x0 is Size
Then there are 4 "event" charts for special quirks and things.
Obviously, the chart will need to be reworked for the region you're in.
I designed my example one for the Uldholm region in REIGN, since I'm
running a game
there. So for Eye Color, Brown is default, Hazel is recessive, and then
Blue, Green, and Violet get the rest. If you want One Roll Elves, you
might do Green default then Blue, Brow, Violet, Red or something.
Also, this isn't a magic NPC generator. It's intended purpose is to
generate a few quality descriptors to help make the NPC memorable
immediately. That's why most non-sets default to something common. I
would probably roll 6 dice or 10 dice, drop off extra singles and keep
just the sets and one or two singles.
You might also notice oddities like a person can't have Green eyes and
Glasses. I call it a feature. You don't want all your details
clustered: it's not realistic, but it's good for story. If Bob McDinda
has Green eyes, an eye tick, and gem-studded glasses then he's going to
be remembered as "that guy with the eye-stuff." Better to have some
variety. If you do want glasses + eye color, try going for a big set
then breaking it up. So instead of Green eyes, you get Blue eyes and
Glasses.

A decorated sword scabbard also works.
Details
Can't stand to just ditch extra singles? Try binding them onto
different numbered sets and singles to add details! These are things
players can find out if they ask for more information, but are subtle
things that shouldn't be part of the initial description.
1x1 Precious metals - Something is made of pure gold or silver 1x2 Gem studded - Something has sparkly stones in it (real or fake?) 1x3 Fine Silk - Something is made of very nice cloth, leather, or wood (depends on item. How silly would a cloth cane be?) 1x4 Colorful Blend - Something has a rich blend of colors 1x5 Marked - Some item or the person has a mark (mole, small tatoo, little blemishes) 1x6 Scuffed - Something shows signs of obvious wear and tear 1x7 Repaired - Something shows signs of being mended (sewing stiches, a patch, nails, or a weld) 1x8 Secrets - Something shows signs of secrets (bulge in coat pocket, break in the cane where the sword slides out) 1x9 Magic - Something shows signs of minor magic (perhaps a charm of some sort) 1x0 Gift - One item is of exceptional quality far beyond this person's means
