Project Nemesis is a fan driven website for games that use the One-Roll Engine (like Nemesis, Wild Talents, Reign and Monsters) or Chaosium's Basic Roleplay System (BRP) (like Call of Cthulhu) and the Delta Green setting.
Hooboy, this ought to be good. Ronald Dorscht was the kind of kid who
got bullied a lot, for both his name and the hexagonal pattern of scars
just around his neckline. By the time he graduated school, he'd already
decided he wanted to be a cop. He made it through the academy with
pretty average scores, just like in high school, married his high
school sweetheart, and got assigned to a local station where he ran a
pretty average beat.
When the tensions started rising between sorcerer cabals and mutant
gangs, Ron felt pretty good about his middle-class neighborhood not
falling into such craziness. That all changed when a rogue sorcerer
came tearing into town, taking hostages at a local business. Ronald got
called in as he was close to the scene. Arriving to find his wife was
one of the hostages, Ron suddenly felt a snap within himself. His
latent mutant powers, dormant and suppressed for so long, came blazing
out. Hundreds of holes were torn into his uniform as streaks of light
flew from his chest and back, tearing into the sorcerer's body. A few
stray streaks hit the hostages as well.
Suffused by terror, Ron burst into the air and flew away at high speed.
A warrant was issued for his arrest on the charges of fleeing a crime
scene, assault, and third-degree murder. He remains in hiding, though
occasionally surfaces through his attempts to reconnect with his wife,
and continue fighting off criminals (especially rogue sorcerers) under
the name and guise "Luminaire."
Since going underground, Ron seems to have gained better control on his
powers, and has put considerable effort into improving his mind and
body. It is unknown if part of his mutation is to blame for that aspect.

Luminaire can fly at a very fast rate, and has expert control of this
ability. When glowing his "stings" he can appear to leave a tail of
light behind him, but this is a purely cosmetic and controllable effect.
"Against all evil, my storm of light" +10d Harm (Harm Defends, Controlled Effect) +2 Spray (+60 total)
Luminaire's torso is covered by even hexagons, much like a honeycomb
made of glass. From this array, he can shoot self-guided crystals that
glow with a bright light that appears almost white, but subtly shifts
through all the colors of light. These crystals can be directed at
multiple targets and even be used to deflect attacks, possibly even
bullets. He has considerably improved his ability to control these
"stings" since first expressing the power, and we can only assume that
it will continue to get better. (He'll probably spend any excess Will
adding more Spray to the power, and upgrading regular dice to WD).
Motivations:
Ron invests some will in his Marriage and his Community. He believes
strongly in defending the innocent and wants to fix his life. Though he
hates what his powers have done and what they've made him, he sees
their utility and realizes that he can do great good with them.
EDIT:
I'd probably need to modify his backstory a little. Not sure if my +2
all stats is a natural effect, or a power. If natural, he probably did
a lot better in school.
If it's a power, I might add a few points to give Ron "The Lightbody,"
a form composed of solid-light that improves all his stats. Hell, maybe
even shift it all around (ugh, the math) to make it a true Alternate
Form so he can shift between everyday-cop and LUMINAIRE, THE MAN OF
LIGHT!
Also Goddamn you Greg Stolze! Everytime I roll on a One-Roll chart like
this I make some badass character that I absolutely love and want to
play as immediately. I have one I did on the Dindavaran chart for Reign
that's sitting on a notepad file on my computer, just waiting.
