As both systems - Dark Heresy and ORE (one roll engine) - are percentile based the conversion is quite easy. Below or my rules for character generation: 

To create a character follow the steps in the Dark Heresy rulebook with the following changes:

  • [Optional] Characters start with 1d in each stat
  • For stats players roll 6 times a D4 and divide the results between the 6 stats (Body, Coordination, Cool, Sense, Command, Knowledge). It is wise to do this after the player has rolled the Career of his character. Optional Rule: Reroll a "1" once.
  • They get 2d in all free skills they receive through character generation. Optional Rule: they get 3d in starting skills.
  • All skills, traits and talents they receive through character generation are "free".
  • Weapon Training are not Talents but Skills; Melee Weapon Training is the Fight skill, Ranged Weapon taining is the Shoot skill.
  • At the end of the character generation the players get an additional 20 points to spend on Stats, Skills, Talents and Traits/Advantages (either from the Dark Heresy or the REIGN book - Reign takes precedence).
  • All Talents and Traits cost a flat 3 points, Skills costs 1 point per 1d, Specific/focussed Skill costs 1/2 point per 1d, and Stats costs 10 points per 1d. Expert Dice cost 2 points. Player can only buy a maximum of three expert dice at character generation. Master Dice are 5 points.
  • Do not roll for Wounds or Fate points. For Movement, Lifting power etc. use the Body stat instead of the Agility or Strength stat. Scores can also be found in the Wild Talents or Nemesis rule book.

This way you get characters who are between 110 and 120 points (Serious Adventurer) in total each.

Advancement
Divide all experience points in the Dark Heresy rulebook by 100 to determine the ORE experience points a character needs to advance to the next Rank.

Example: an Arbitrator Trooper needs 5 Experience points (DH: 499 xp) to reach the Enforcer Rank. A Proctor needs 20 points (DH: 1.999 xp) to get the Marshall Rank.
