The Black Brotherhood are international terrorists dedicated to hastening the return of the Great Old Ones through acts of political assassination intended to bring about Mass Destruction (Nuclear War etc).

Few of it's members are taken alive as they seem to like brainwashing patsies like Sirhan irhan and killing them once their murderous tasks are complete. One of their number was a high ranking US General with access to nuclear weapons.

They are heretics, a splinter group of the Western Cthulhu Cult who broke off from the ArchHeirophant's teachings of patiently awaiting mankind's destruction. The Brotherhood believes that the Great Old Ones are holding their power in abeyance until humanity destroys itself and thus the Brotherhood acts to hasten the extinction of mankind. The assassins of the Black Brotherhood have been at war with the Black-robed enforcers of the Cthulhu Cult since the turn of the century when their first major operation infiltrated the Serbian Black Hand and instigated the Great War by inciting the assassination of the Archduke Ferdinand.

The Black Brotherhood has been described as selecting their targets "seemingly randomly" by which I imagine that they use advanced astrology to chart their target as well as the buildings, institutions, and nations around their target. Some members have advanced computer software to assist them in making these calculations. They have infiltrated most terrorist groups at one time or another and recruit powerful patrons by sending the dreams of Cthulhu directly into the sleeping minds of society's elite. A typical assassin strikes when the stars are right and will usually have many of these charts hidden away in some sanctum sanctorum.

The Black Brotherhood currently plans to expand the War on Terrorism into a global war between nations by inciting the US to attack Iran and North Korea. This would then be followed up by operations designed to increase tensions between Russia and China. Finally, the members of the Brotherhood would set off a series of nuclear explosions in Europe, blaming a secret alliance between Russia, Iran and Al-Qaeda.

Of late, the Black Brotherhood has been feeling the bite of their elder church. All their efforts in Ireland, Palestine and Japan have come to naught, and their assassins are frequently found drowned in pools of salt water deep in the desert. The leadership is getting frantic, foreseeing their own imminent doom in the star charts. The Black Brotherhood has come to the realization that for them, the stars are very wrong indeed. They are now resorting to desperate measures.To this end, they are planning a raid on Kilmaur Manor, in the highlands of Scotland. It seems that one of the Brotherhood's most high ranking members, Andrew Cook, has been active in SAS dirty tricks in Ireland and was recruited by a Mr. Cotton to work the same black magic for PISCES. The Brotherhood is looking for the Call Azathoth spell, which will adequately produce the nuclear explosions they need for their European Apocalypse. It seems that Cook has found it in Kilmaur Manor.

Right now, Andrew Cook is researching the history of Kilmaur Manor and PISCES in order to forecast the proper star charts to time the raid. He does suspect that there is a malevolent alien presence in PISCES, but finds traces of the Shan irrelevant. For a man who's been on the run from the Cult of Cthulhu for over a century, alien brain bugs are the least of his worries.

As for Inga Weiss, she pays her own bills as an Assassin for Hire. I imagine that international law enforcement has nothing but scanty intelligence and curious rumors about her, never having been able to gather any significant evidence. If a Delta Green agent were to peek through Interpol files, she might come to the attention of A-Cell. It's also possible that the Cthulhu Cult could track her using supernatural means. It seems unlikely that the Blackrobes would be retarded enough to rely on Delta Green's assistance, but a desperate and frightened Inga might come in from the cold and demand protection of the Delta Green agents clumsily tracking her down. Of course, her and all her supernatural baggage would be much more than any Cell of Agents could possibly handle.
