The cult originated in Turkey. Nowadays the cult's "headquarter" is located in one of the countries that host Turkish emigrants. The availability of flesh is a big issue for the cult and it uses gangs of people-smugglers who ship illegal immigrants from the Balkans (and other areas) as economic migrants. Container ships smuggle these people ( in containers ) into Europe. Most of the containers directly land in slaughterhouses, but some of these illegal economic migrants are used in the sex industry. 

An idea for an adventure is having an investigation into one smuggling/prostitution gang uncovering what was essentially a human battery farm akin to an Asian sweatshop, many dozens of working prostitutes housed together alongside well-fed well-pampered ladies (think "it puts the lotion in the basket").

The prostitute 'honeytrap' function is a source of additional victims i.e. stupid men being snapped up by thec ult and used as raw material and more influential men get pulled in. Powerful men get blackmailed and bled dry by the cult, then suddenly disappear.

The cult uses the skin trade as a source of income. Recruiters pull runaways and desperados in off the streets, use them for flicks, then eventually pass them on to the skin farms. The sex industry is a lure for those in positions of power, allowing the cult to establish many connections into the establishment. Everyone has heard of politicians, industry leaders and movers / shakers who have odd sexual appetites. The cult finds such people very useful.

There's nothing as smooth as baby skin. With a large pool of slave prostitutes with a significant female percentage the cult has a ready source of children. Aside from raw materials the babies are also used as bargaining chips for childless couples. The support mechanisms for production of children is only slightly greater than the same for the pros. The cult runs a rather nasty health clinic which is overseen by cultists and cult-affiliated doctors.

The cult also 'sells' immortality. This a huge MacGuffin for bribing people in power. Potential customers would be someone whose child is waiting on the transplant list for a new liver (especially ethnic minorities who are have difficulty finding matching donors for both genetic and socio-religios reasons), a famous actress trying to keepher looks and a criminal who might need a new appearance ( a new "skin" ).

The Skinless One himself is a Hellraiser-esque figure who is bent on dehumanizing mankind. His cult treating people as a renewable resource fits that model rather well.


Adventure Idea

This adventure idea is about a serial killer. The guy is a salesman for skin care products and has a fetish for the human skin. The media call him "Skinner", so it's pretty obvious just what his modus operandi is. "Skinner" works for "Continental Skincare", a company that will play a greater role in this campaign.

The PC's are sent to Los Angeles where they have to investigate a string of missing persons: A couple of young women were abducted for really special adult movies: It's all about skin once again. Then the PC will have to investigate a case in the San Francisco area: A couple of animal rights activists have been sent to mental institutions. Others have comitted suicide. The PC's find out that the group's last activity was a nocturnal raid on a leatherware-factory owned by "Bodrum Leatherware International", a Turkish company. The PC's find out that the jackets and bags in that factory weren't made out of animal skin.

The whole thing shall lead to a climax in the lovely city of Istanbul.
