Project Nemesis is a fan driven website for games that use the One-Roll Engine (like Nemesis, Wild Talents, Reign and Monsters) or Chaosium's Basic Roleplay System (BRP) (like Call of Cthulhu) and the Delta Green setting.
After the national tragedy on September 11, 2001, the Greys cease
contact with the United States Government as represented by
Majestic-12. As the technology well dries up, scrutiny of the alien
contact black budget begins in earnest. Due to their increasingly
frequent contact with and surveillance of Delta Green, security
officials of MJ-3 GARNET have become more and more convinced of the
existence of preternatural threats and the connection of the overall
Mythos to the Greys. It all comes to a head in 2002, as America fights
in Afghanistan and prepares for the invasion of Iraq.
A heavily mutated Justin Kroft is marked for termination by the director of MJ-3 GARNET, Gavin Ross. Ross and his right hand Adolph Lepus have seen the horrors of the preternatural at work and have essentially joined Delta Green. When evidence of Kroft's life-extending mutations become too gruesome to disguise, Ross attempts to have NRO DELTA sanction the increasingly corrupt and alien Kroft at Majestic's primary headquarters, known as the COUNTRY CLUB. Unfortunately, due to some very unorthodox conditioning by the OUTLOOK Group and some very clever mind control bioprocessor implants, NRO DELTA is revealed to be violently unreliable. Kroft manages to escape during the internecine firefight.
However, Ross has expected something of the sort, and has infiltrated several key Delta Green agents into the NRO DELTA sanction team. Furthermore, Ross has placed every single Delta Green field agent in strategic locations throughout the Country Club. Due to these contingencies, Kroft is cornered, cowering in a locked and secure MJ-2 PLATO secure communications bunker with Dr. Abner Ringwood. When Delta Green agents led by Adolph Lepus finally break into the communications vault, they find the seemingly unmarred corpses of Ringwood and Kroft. Later, forensic examination reveals that their brains have been surgically removed.
Elsewhere, Ross' plan continues to unfold. A wealth of evidence implicating Lt. General Thomas Deerhausen of a wide spectrum of financial misconduct, corruption, espionage, and a variety of criminal acts including the planned murder of his predecessor comes to light. Delta Green agents within the US Army Criminal Investigation Command attempt to arrest him, but are nearly annihilated by his surprisingly vast arsenal of powerful alien weaponry. The Delta Green agents are saved by the timely arrival of a BLUE FLY team led by their commander, USAF Col. Robert Coffey, Dr. Wayne Harl (Director of MJ-12 DELPHI) and Major General Eustis Bell (Director of MJ-5 MOON DUST). Dr. Harl has anticipated this exact scenario in his simulations and destroys the Shan melded into Deerhausen's brain with a sonic weapon developed by MJ-6 PLUTO Sub-Project GABRIEL. Deerhausen does not survive the deadly sonic resonation.
In an emergency meeting of the surviving members of the Steering Committee, Ross lays out much of the evidence that Delta Green has managed to accumulate over the years. In particular, he focuses on the connections between the Mi-Go and the Greys. The deception is revealed. Ross is almost unanimously voted to replace the missing Justic Kroft as MJ-1. Abstaining is Dr. Friedrich Lounds, director of MJ-4 Project SIGMA. Dr. Lounds calls for an immediate investigation into the reasons behind the Grey's abandonment of Majestic-12, blaming the violent and mentally unstable members of Delta Green conspiracy. Adolph Lepus then presents evidence that Dr. Lounds has been in contact with Dr. Abner Ringwood seven times since his "disappearance" from the COUNTRY CLUB, apparantly communicating with the disembodied brain of Dr. Ringwood through MJ-2 PLATO's equipment. Dr. Lounds is then taken into custody.
The fallout from the fall of Majestic unfolds as follows: Gavin Ross becomes Director of MJ-1 AQUARIUS. Adolph Lepus becomes Director of MJ-3 GARNET. MJ-2 and MJ-4 are reorganized under the former MJ-9 OVERVIEW which becomes a space surveillance program designed to detect alien or preternatural phenomenon. MJ-6 and MJ-7 are quietly folded up and put away, their remaining sub-projects disbursed to various defense contractors. MJ-8 DANCER ceases to experiment with alien
biology and becomes a Xenobiological threat database. MJ-10 and MJ-11 continue operations in their usual subtle and clandestine demeanor. Dr. Wayne Harl of MJ-12 Project DELPHI rises in standing.
Overall, the Majestic budget shrinks drastically, as technological trinkets from the Greys cease. The Accord is discarded as obsolete, and violated by the Greys, although the legal ramifications of treaty abandonment continue to occupy various legal minds in MJ-1 AQUARIUS. Secrecy increases as the unreliable NRO DELTA agents are reconditioned and more or less replaced by Delta Green agents who become the new custodians of the reorganized Majestic. Many Delta Green friendlies are assigned to MJ-12 DELPHI, which becomes a think-tank of sorts for the new Majestic. The directors of MJ-6 and MJ-7 take early retirement, forced out by Ross. Maj. General Kurtis Schenk bows out gracefully, burdened by the needless deaths caused by Majestic during his tenure. Dr. Edward Penn becomes a bitter, angry man. His dreams of superluminal travel shattered by the ugly tru7h of the Mythos. Project GARNET will be watching him closely in the future.
As his final act as Chair of the Steering Committee, Gavin Ross formally disbands Majestic-12 and reorganizes all projects and sub-projects prior under a familiar old designation: Delta Green. The
MAJIC security clearance still applies to anything to do with the Greys, but all matters regarding the preternatural, including the Greys, now fall under the Delta Green classification.
Delta Green has returned to its roots as a security clearance. A security clearance that grants access to the Intelligence Collective concerning preternatual phenomena. ANYONE can be granted this security clearance after the proper vetting (probably by MJ-1 AQUARIUS).
