Essentially, the Voynich Legacy is a secret research society, with "agents" and friendlies in many scientific institutions; its research concern mainly the space/time structure, and so focus on physics, astronomy, cosmology. 

The Voynich Legacy date from 15th century, but as been present since the humanity birth. Its core leaders live in a very paranoid way, and the membership is almost impossible for someone who is very "special". A terrible secret is at the hands of the Voynich Legacy leaders : neither them can fully understand it, but it was the origin of their own damnation, and all they can do is find the pieces of the Last Enigma and recover lost memories.

The organization has been mainly active in Europe (France, Germany, Italy, Poland and United Kingdom ), at least until the 19th century. It has its roots on the Medieval Ages, , and its occult history has influenced the Catharist Heresy, important figure like Francis Bacon, and (finally!) the mysterious Voynich manuscript.

The Voynich Legacy is not a Mythos-Hunter Organisation : it's a very secret and paranoid covenant of people with memories and powers forbidden and forgotten. They don't know every subject about mythos (at least, no more!) but they have a mission to do. They are searching something, pulling strings on the scientific institution (like CERN, MIT, etc.). I'm thinking of it as a NPC organization someway more like PISCES than DG.

The man who "revealed" the VS was Wilfrid M. Voynich, normally described as an American bookseller, but was in fact of Polish extraction and something of a revolutionary in that country. His wife was Ethel Lilian Voynich. Ethel was the daughter of George Boole, a mathematician who invented Boolean logic and thus laid the foundation of today's computer languages, and also wrote lectures on "such topics as astronomy, ancient mythology, education and one entitled 'Are the Planets Inhabited?'".

Before Ethel met Wilfrid, she had a fling with Sidney Rosenblum, better known as Sidney Reilly, "the Ace of Spies". Reilly is subject on his own, but concisely, he was a expatriate Russian working for the British secret service, and in 1917 would mastermind a plot to overthrow the Bolshevik government and put himself in charge of Russia. With 1500 pds in pocket from the British SIS (for some unknown purpose) and Ethel's money, the couple traveled to Italy in 1896, visiting Elba and Rome, where they bought many historical pieces, mostly Napoleonic but perhaps one odd medieval manuscript – it is in Italy that Wilfrid later claims he bought the MS in 1911. Ethel was able to get close to Reilly in such a way that few people wouldn’t and he told her everything about his mysterious past, something even modern historians are not privy to. Then Reilly abandoned Ethel in Florence, returning to England to report on Italy to British intelligence. Yet Ethel was so intrigued with Reilly that she wrote a bestselling novel "The Gadfly" based on what he had told her of his life, a novel which is still popular in Russia today.

Could Reilly have known of the VS long before it appeared in 1915, and could it have been involved in his intrigues in Russia that would eventually have him executed? And if Reilly did have access to the VS, who better to decrypt what could be a valuable piece of history than his contacts in the British Secret Service? But if British SIS (and PISCES) had access to the VS and were able to determine it is what it supposedly is (not altogether accepted - see Michael Tice's article on the VS ) why would they allow Wilfrid Voynich to present it to the public? US naval intelligence was among those that had a crack at decrypting the VM - could ONI and hence P Division have some knowledge of what it is? And if Ethel held on to the VM instead of Reilly, who might she not turn to attempt decryption than her mathematician father George Boole?
